An additional two individuals have been arrested related to a theft at London's Heathrow Airport in which 21 people were injured by a substance believed to be an irritant spray, according to law enforcement.

A 24-year-old man, was taken into custody in Lambeth for suspected theft and assault and a woman, 23 was arrested for suspected conspiring to commit a robbery. They both remain in custody, the force said.

These detentions follow a probe into an attack at the multi-storey car park at Heathrow's Terminal 3 this past Sunday. Before the attack, a pair of female travelers had stolen from them their suitcases after getting out of a parking garage elevator.

A toddler aged three was one of the those hurt during the incident. A total of five individuals were taken to the hospital for medical care and were later discharged.

Police detained a man in his thirties on suspicion of robbery and assault near the scene. He has since been released pending further inquiries while inquiries continue.

Authorities were alerted at approximately 8:10 in the morning GMT following reports of a number of people hurt by an irritating chemical thought to be an irritant spray.

The attack - an event that authorities stated was isolated and not considered an act of terror - resulted in train delays and the temporary shutdown of the main airport tunnel and the T3 parking facility briefly.
